Appropriates unspecified general revenue funds for fiscal years 2017-2018 and 2018-2019 to purchase, staff, and operate two mobile clinics serving the homeless population.

Mobile clinic staff shall include minimum of one primary care provider, one nurse, one pharmacist, and one psychiatrist, with optional social workers, outreach workers, and medical/nursing students.

Mobile clinics shall provide minimum services including non-emergency medical care, STI/HIV/hepatitis testing, family planning, behavioral health, mental health, dental care, pharmacy services, shower and laundry facilities, health insurance enrollment, and street medicine.

Street medicine is defined as directly delivering health care and related services to persons on streets, in parks, along river banks, on beaches, and in abandoned buildings.

Department of Human Services shall administer the appropriated funds and may procure mobile clinic services under chapter 103F, Hawaii Revised Statutes.
