Requires disabled parking placards to include a photograph of the permit holder and prominently display the expiration date on the placard

Applies photograph and expiration date requirements to all temporary removable windshield placards, removable windshield placards, and replacement placards

Establishes a new penalty for using a disabled parking placard after the death of the person to whom it was issued (specific fine amount to be determined)

Addresses abuse of the disabled parking program by strengthening enforcement of existing laws against misuse of placards

Takes effect upon approval
