Amends Hawaii Revised Statutes Section 200-4(a) to prohibit the Board of Land and Natural Resources chairperson from adopting rules requiring exclusive fueling of vessels at small boat harbors where a marine fueling station exists.

Allows vessel operators to purchase fuel from any qualified gasoline dealer under chapter 486H while complying with all other fueling safety rules adopted by the department.

Requires the chairperson to amend existing rules as necessary to effectuate this provision no later than January 31, 2018.

Takes effect upon approval.
