Requires dentists who administer general anesthesia, deep sedation, or moderate (conscious) sedation to display a conspicuous notice (minimum 8.5" x 11") with contact information for the Department of Commerce and Consumer Affairs' consumer resource center so patients can verify licensure, authorization status, and complaint history.

Establishes educational and training requirements for dentists to obtain written authorization or permits to administer anesthesia or sedation, including completion of accredited advanced dental education programs with documented proficiency in Basic Life Support and Advanced Cardiac Life Support or Pediatric Advanced Life Support courses.

Requires the Board of Dental Examiners to conduct mandatory on-site inspections of facilities, equipment, and personnel prior to issuance or renewal of written authorization or permits to administer anesthesia or sedation, following guidelines from the American Association of Oral and Maxillofacial Surgeons' Office Anesthesia Evaluation Manual.

Mandates biennial renewal of written authorizations or permits with proof of current authorization status and resuscitation plan as a condition of renewal.

Directs the Board of Dental Examiners to adopt implementing rules by July 1, 2018, with the Act taking effect July 1, 2017.
