Establishes a Basalt Materials Research Account within the Pacific International Space Center for Exploration Systems (PISCES) Special Fund to receive royalties from state land leases for basalt cinder and trap rock manufacturers.

Directs deposited royalties to support PISCES in sustained development of basalt-based products and materials for aerospace and terrestrial applications.

Removes the previous provision that allowed excess funds in the PISCES special fund to lapse to the state general fund at the end of each fiscal year.

Sunsets on December 31, 2030, with the section reverting to its prior form unless reestablished by the legislature.

Takes effect on July 1, 2038.
