Appropriates general revenues to the Judiciary for fiscal years 2017-2018 and 2018-2019 to retain mental health counseling and substance abuse treatment services for homeless participants in the Hawaii's Opportunity Probation with Enforcement (HOPE) program.

The HOPE program is an intensive supervisory probation program that has proven effective in reducing recidivism through swift, certain, consistent, and proportionate consequences for misbehavior.

Recognizes that homeless HOPE participants face compounded challenges from lack of stable housing and higher rates of substance abuse, requiring elevated levels of support to successfully complete the program.

Directs the Judiciary to expend appropriated funds specifically for mental health counseling and drug dependence treatment services.

Takes effect on July 1, 2050.
