• Renames the Hawaii Television and Film Development Special Fund as the Creative Media and Film Infrastructure Special Fund and expands its funding sources to include revenues from Hawaii film studio operations, film permits, and motion picture tax credit processing fees.

• Provides general excise tax and use tax exemptions for amounts received from improvements to and operations of the Hawaii film studio under financing agreements and for materials, parts, or tools used for such purposes.

• Requires the University of Hawaii and Department of Business, Economic Development, and Tourism to collaborate on annual reports to the legislature documenting workforce development contributions, student participation, graduate employment, and economic impact in creative media industries.
