Authorizes the University of Hawaii to participate in and contribute funding for development of a Hawaii cyber ecosystem involving private companies, nonprofit organizations, government, and individuals to protect against cyber threats.

Requires University of Hawaii funding support for cybersecurity education curriculum spanning middle schools through higher education across the State.

Directs funding toward workforce development in cybersecurity, including classroom education and experiential learning to address Hawaii's shortage of trained cybersecurity personnel.

Allocates general revenue appropriations for fiscal years 2017-2018 and 2018-2019 to support cyber ecosystem development, preparedness initiatives, and innovation economy expansion (specific dollar amount blank in bill text).

Effective date of July 1, 2050.
