Amends state goal language in Section 226-4 from "guarantee" and "insure" to "ensure" regarding elements of choice and mobility for individuals and groups.

Expands affordable housing eligibility in Section 226-19 to include extremely low-, very low-, lower-, moderate-, and above moderate-income households, plus both rental and for-sale housing options.

Requires state agency heads to periodically update functional plans in Section 226-55, rather than preparing them only once, and changes gubernatorial approval to "acceptance" of plans.

Modifies advisory committee structure in Section 226-55(c) to establish temporary rather than permanent committees and removes the formal county mayor nomination process for public officials.

Broadens Section 226-106 affordable housing priority guidelines to include urban land and address extremely low- through above moderate-income households, plus residents with special needs.
