Authorizes each county in Hawaii, through employees or authorized agents, to enter private property to control or eradicate pests and invasive species.

Requires at least five days' notice to landowners and property occupiers before entry, with notice by certified mail or publication in a newspaper deemed sufficient.

Allows county employees or authorized agents to enter private property at reasonable times (excluding dwelling places) after notice, with liability limited to damages from negligence, gross negligence, or intentional misconduct.

Permits counties to obtain a district court warrant if property owners refuse entry, with police assistance available to effectuate pest or invasive species control measures.

Counties may recover expenses incurred from property owners who fail to comply with control or eradication orders after proper notice.
