Establishes a three-year photovoltaic powered desalinization pilot project on the island of Kaho'olawe, operating from July 1, 2017 to June 30, 2020.

Requires the Kaho'olawe Island Reserve Commission, in conjunction with the Department of Business, Economic Development, and Tourism, to promote and study the technology's use.

Directs the commissions to study efficiency and cost-saving opportunities, conservation and water-security benefits, and potential for statewide technological development.

Mandates annual reports to the legislature with findings, recommendations, and proposed legislation, due 20 days before each regular session from 2018 through 2020.

Appropriates funding from general revenues for fiscal years 2017-2018 and 2018-2019 (specific amount blank in bill text) for the pilot project implementation.
