Authorizes the Board of Land and Natural Resources (BLNR) chairperson to transfer up to $3,000,000 annually from the department's public land trust accounts to the Kaho'olawe Rehabilitation Trust Fund, subject to board approval.

Adds transferred public land trust funds as a funding source for the Kaho'olawe Rehabilitation Trust Fund alongside federal moneys, legislative appropriations, grants, donations, and investment returns.

Allows the Office of Hawaiian Affairs to expend 20 percent of public land trust proceeds for purposes consistent with the Kaho'olawe Rehabilitation Trust Fund, in addition to general office purposes.

Designates the Kaho'olawe island reserve for preservation of native Hawaiian cultural and subsistence practices, protection of archaeological and environmental resources, habitat restoration, and education.

Takes effect on July 1, 2050.
