Appropriates unspecified funding from a special fund for fiscal years 2017-2018 and 2018-2019 to the Department of Land and Natural Resources for county drought mitigation projects and measures across all Hawaii counties.

Appropriates unspecified funding to establish one full-time permanent planner IV position within the Commission on Water Resource Management to update the Hawaii drought plan.

Requires contractors and third parties receiving funds under the Act to submit files, records, documents, and accounting information to the Department of Land and Natural Resources, attorney general, or auditor upon request.

Acknowledges the 2004 county drought committees that developed drought mitigation strategies for each county and references the Hawaii drought plan as the framework for coordinated drought response.

Takes effect on March 15, 2099.
