Adds "water tanks" to the list of water infrastructure equipment eligible for financing under the Hawaii Water Infrastructure Loan Program.

Expands the loan program to include water utilities as eligible borrowers, in addition to private entities that lease or provide water infrastructure equipment.

Allows the department to make direct loans to utility customers for water infrastructure improvements on terms approved by the department.

Authorizes the department to delegate loan approval authority to the board of agriculture chairperson for loans not exceeding $25,000 of state funds.

Takes effect upon approval.
