Amends the definition of "appurtenant works" to include specific structures such as spillways, reservoirs, low level outlet works, aboveground freshwater storage tanks, and water conduits (tunnels, pipelines, penstocks) instead of cross-referencing section 179D-3.

Redefines "dam" to mean any artificial barrier that impounds or diverts water and meets height requirements (25 feet or more), storage capacity requirements (50 acre-feet or more), or other criteria adopted by the board of land and natural resources.

Redefines "reservoir" to mean any basin containing water impounded by a dam, including appurtenant works.

These clarifications allow dam and reservoir owners to qualify for special purpose revenue bonds to assist with dam and reservoir operations and maintenance.

Takes effect upon approval.
