Requires the State Building Code Council to adopt, amend, or update codes and standards within two years of official publication date, pursuant to chapter 92 and exempt from chapter 91 requirements.

Establishes automatic adoption of codes or standards into the Hawaii State Building Code if the council fails to adopt within the two-year timeframe, remaining in effect until superseded by council adoption.

Removes the previous requirement for the council to review and adopt new model building codes within eighteen months of official publication.

Authorizes the State Building Code Council to receive and expend private funds in fiscal year 2017-2018 to support code adoption activities.

Appropriates $60,000 for fiscal year 2017-2018 and $60,000 for fiscal year 2018-2019 to the State Building Code Council, including funding for one full-time position, with fiscal year 2017-2018 funds requiring a dollar-for-dollar match from private sources.
