Authorizes the Director of Finance to issue general obligation bonds for capital improvements to the Waiahole irrigation system on Oahu.

Appropriates bond proceeds for fiscal year 2017-2018 to be expended by the Department of Agriculture for the Waiahole irrigation system improvements.

Funds are intended to support water storage capacity expansion and a backup well system to ensure water security for agricultural producers in central Oahu's 5,866 acres of prime farmland.

Appropriated funds shall not lapse at the end of the fiscal biennium; however, any unencumbered moneys as of June 30, 2020, shall lapse on that date.

Takes effect on July 1, 2017.
