Expands eligibility for disabled parking permits to include individuals who are blind or visually handicapped as defined in sections 235-1 and 347-1 of Hawaii Revised Statutes.

Modifies the definition of "certificate of disability" to recognize three categories: persons with mobility disabilities, blind persons, and visually handicapped persons.

Updates the definition of "person with a disability" to explicitly include blindness and visual handicaps alongside existing mobility-based disability criteria.

Allows blind and visually handicapped individuals to apply for and obtain removable windshield placards to use parking spaces reserved for persons with disabilities.

Effective date: July 1, 2075.
