Defines "limited service pregnancy centers" as non-contracted facilities that advertise pregnancy tests, sonograms, or pregnancy counseling and collect health information from patients.

Requires limited service pregnancy centers to post written notices informing clients about Hawaii's public programs providing free or low-cost family planning, contraception, prenatal care, and abortion services, including Med-QUEST contact information.

Prohibits limited service pregnancy centers from disclosing any individually identifiable health information without express written authorization from the individual, and requires centers to provide free written pregnancy test results immediately after testing.

Establishes that diagnostic ultrasounds and sonograms performed by qualified professionals and read by licensed clinicians are medically accurate, and requires centers to disclose this to patients receiving diagnostic services.

Allows the Attorney General to enforce violations with civil penalties and provides individuals with a private right of action to recover actual damages (up to three times damages), attorney's fees, and costs through district court proceedings.
