Formally establishes the Hawaii Keiki: Healthy and Ready to Learn Program within the Department of Education to provide school-based wellness and health services from pre-K through grade 12.

Creates a special fund (Hawaii Keiki special fund) to be administered by the Department of Education and funded through legislative appropriations, federal grants, private donations, and federal reimbursements for school-based health services.

Establishes one full-time school health services coordinator position in each of the Department of Education, Department of Health, and Department of Human Services to coordinate interdepartmental school health activities.

Authorizes school health aides to administer medication prescribed by licensed advanced practice registered nurses in addition to physicians, with approval from the Department of Health or the Hawaii Keiki program.

Appropriates unspecified sums from general revenues for fiscal years 2017-2018 and 2018-2019 to fund the coordinator positions and the special fund for program implementation and expansion.
