Exempts citizen complaints involving allegations of officer-involved domestic abuse from the requirement that complaints against police officers be in writing and sworn to by the complainant.

Applies to complaints alleging domestic abuse by a police officer against a family or household member, using the same definition of "family or household member" as Hawaii Revised Statutes section 709-906.

Intended to prevent re-victimization and encourage reporting by allowing anonymous or unnotarized complaints in domestic violence cases involving police officers.

Addresses concerns that written sworn complaint requirements discourage reporting due to fear of retaliation, safety concerns, or victim reluctance to sign formal documents.

Effective date: July 1, 2075.
