Amends Hawaii Revised Statutes Section 46-4 to require counties to give full consideration to urban agriculture principles and policies when establishing zoning districts and regulations.

Designates urban agriculture as a permitted residential use in all residentially zoned areas throughout the state.

Defines "urban agriculture" as cultivating, processing, and distributing food in residential neighborhoods and cities on various types of privately or publicly held land and water bodies.

Removes language limiting zoning powers to "county or city" and instead applies authority to counties only.

Takes effect upon approval by the governor.
