Authorizes the Department of Transportation to designate roadways where motorcycle and motor scooter operators may proceed on shoulders at no more than 10 miles per hour when traffic is stopped due to intersections or congestion, until the adjacent lane is clear or begins moving.

Permits motorcycles and motor scooters to overtake and pass stopped vehicles on multi-lane roadways under the traffic conditions specified, with exceptions for three-wheeled motorcycles and motor scooters.

Requires motorcycle and motor scooter operators using shoulder lanes to give right-of-way to turning vehicles at intersections and to maneuver completely into a traffic lane before turning.

Prohibits motor vehicle operators from opening doors, extending objects, or otherwise obstructing the path of motorcycles or motor scooters lawfully engaged in shoulder lane overtaking under the specified traffic conditions.

Sunsets on June 30, 2021, with affected statutes reverting to their previous form unless the legislation is reenacted.
