• Exempts tractor trucks, forklifts, and top picks used as marine terminal equipment from vehicle safety inspection requirements when temporarily operating between terminals at Sand Island and along Sand Island Parkway and Sand Island Access Road.

• Exempts these marine terminal equipment vehicles from vehicle registration requirements under the same conditions and locations.

• Exempts operators of marine terminal equipment from driver license requirements when operating these vehicles temporarily between Sand Island terminals.

• Requires permits from the director of transportation or county engineer for marine terminal equipment operating on public highways with dimensions or weights exceeding statutory limits.

• Takes effect July 1, 2017.
