Amends Hawaii Revised Statutes Section 103D-412 to give fuel cell electric vehicles equal procurement priority with plug-in hybrid electric vehicles for state and county vehicle purchases, ranking them second after electric and plug-in hybrid vehicles.

Adds fuel cell electric vehicles to the definition of "electric vehicle" in Section 291-71, making them eligible for parking exemptions, HOV lane use, and registration benefits previously limited to battery electric vehicles.

Includes fuel cell electric vehicles in Act 168, Session Laws of Hawaii 2012, expanding the definition of "electric vehicle" to encompass fuel cell technology.

Defines "fuel cell electric vehicle" as a zero-emission vehicle that converts hydrogen gas and oxygen into electricity for vehicle propulsion, with provisions clarifying that hydrogen refueling systems are separate from electric vehicle charging systems.

Effective date is July 1, 2050.
