Increases the fine for violations of Section 291C-137 (mobile electronic device use while operating a motor vehicle) from $250 to $750, with fines deposited into the state highway fund.

Increases the fine for violations occurring in a school zone or construction area from $300 to $900, with fines paid to the director of finance pursuant to Section 291C-171.

Does not affect rights, duties, penalties, or proceedings that began before the effective date.

Takes effect upon approval.
