Amends Hawaii Revised Statutes Section 28-8.3(a) to modify when the Attorney General must retain attorneys for legislative offices due to conflict of interest.

Changes the requirement for legal representation of the House of Representatives and Senate from a joint request by both the Speaker and Senate President to separate requests—allowing either the Speaker or Senate President to request representation for their respective chamber.

Allows the Attorney General to retain outside counsel for a court, judicial office, or legislative house subject to approval by the appropriate authority (chief justice, Speaker of the House, or Senate President).

Maintains existing exceptions allowing various state agencies, boards, and commissions to independently employ their own attorneys, including the University of Hawaii, Hawaii Health Systems Corporation, and the Office of Hawaiian Affairs.

Takes effect on January 7, 2059.
