H.B. 760 Summary

• Appropriates funds for fiscal years 2017-2018 and 2018-2019 to cover collective bargaining cost items negotiated with collective bargaining unit (11) from general, special, federal, and other funds.

• Provides appropriations for salary increases and cost adjustments authorized under Hawaii Revised Statutes chapter 89C for state executive branch officers and employees excluded from collective bargaining who belong to the same compensation plans as unit (11) members.

• Directs the director of finance to allot appropriated funds to appropriate state departments for expenditure in their respective fiscal years.

• Requires that salary increases and cost adjustments for officers or employees whose compensation is paid from federal, special, or other funds be paid proportionately from those respective funding sources.

• Provides that unexpended or unencumbered funds as of June 30, 2018, and June 30, 2019, shall lapse on those dates and establishes an effective date of July 1, 2050.
