Increases contractors license board from 13 to 15 members, with 8 contractor members and 7 public members who are not licensed contractors.

Requires contractor board members to be general engineering contractors (2), general building contractors (2), or specialty contractors (4) who hold valid licenses at time of appointment and have been actively engaged in contracting in Hawaii for at least 5 years.

Requires all board members to have been residents and domiciled in Hawaii for at least 5 years before appointment.

Mandates automatic removal of any board member whose contractor license is revoked or suspended.

Requires public members to have no financial interest in any licensed contractor board member and be unrelated to any board member holding a contractors license.
