Removes the January 1 to April 1 application deadline, allowing industrial hemp license applications to be submitted at any time during the year in which the applicant plans to grow.

Eliminates the requirement for licensees to obtain a movement permit two business days before transporting industrial hemp grain or plant material from the permitted location.

Simplifies physical security requirements by removing specific mandates for case-hardened locks, chains, marked equipment, gates, barricades, and "No Trespassing" signs, replacing them with general requirements for reasonable security measures and camera signage.

Removes the requirement to use physical barriers such as hoop houses or row covers to isolate industrial hemp from other plants, while retaining separation distance requirements of 10 feet from self-pollinating plants and 300 feet from wind and insect-pollinating plants.

Takes effect on July 31, 2150.
