Requires child support payments collected by the Department of Human Services to pass through to families receiving public assistance: $100 monthly for families with one child, $200 monthly for families with more than one child.

Directs the department to disregard passed-through child support payments when calculating the needs of applicants or recipients of public assistance.

Appropriates $400,000 for fiscal years 2017-2018 and 2018-2019 to the child support enforcement agency to implement the bill's provisions.

Limits child support debt owed to the department to amounts specified in family court orders.

Takes effect January 1, 2075.
