Establishes the Papahanaumokuakea Marine National Monument program within the Department of Land and Natural Resources' Division of Aquatic Resources to coordinate Hawaii's co-management role of the monument.

Designates the Department of Land and Natural Resources as the lead state agency for co-managing the monument in accordance with Presidential Proclamations 8031 (2006), 8112 (2007), and 9478 (2016), which expanded the monument on August 26, 2016.

Authorizes the program to issue permits consistent with federal regulations, provide management recommendations to state agencies, accept grants and donations, and adopt implementing rules.

Allows the Department to charge fees approved by the Board of Land and Natural Resources for permit issuance and services, with proposed fee schedules posted 45 days before board consideration.

Requires the Department to collaborate with the Office of Hawaiian Affairs to perpetuate Hawaiian cultural resources and protect customary and traditional Native Hawaiian rights and practices for subsistence, cultural, and religious purposes.
