Establishes an intervenor compensation program allowing organizations and individuals to receive reimbursement for advocate fees, expert witness fees, and reasonable costs when they make substantial contributions to Public Utilities Commission proceedings that benefit consumers.

Applies to all formal PUC proceedings involving electric, gas, water, wastewater, and transportation utilities in Hawaii.

Requires intervenors to file a notice of intent to claim compensation at the earliest reasonable time, including estimated costs and statement of financial hardship; compensation requests must be filed within 60 days after a decision or 30 days after proceeding closure.

Establishes an intervenor compensation special fund administered by the Department of Commerce and Consumer Affairs, with the PUC authorized to require utilities to contribute funds or to draw from public benefits fees.

Appropriates $150,000 for fiscal years 2017-2018 and 2018-2019 to implement the program, taking effect upon approval.
