Clarifies that Hawaii's anti-discrimination law (HRS Chapter 378, Part I) does not prohibit employers from refusing to hire, refer, or discharge individuals for reasons unrelated to unlawful discriminatory practices.

Amends HRS Section 378-3 to specify that employment actions may be taken for reasons "unrelated to section 378-2, 378-2.3, 378-2.5, or 378-2.7" rather than the previous standard of reasons "relating to the ability of the individual to perform the work."

Section 378-2 addresses discriminatory practices, 378-2.3 addresses unequal pay, 378-2.5 addresses criminal conviction records, and 378-2.7 addresses credit history in employment decisions.

Effective date is July 1, 2050.

Does not affect rights, duties, or penalties that existed before the effective date.
