Amends Section 89-9 to clarify that parties are not compelled to agree to proposals or make concessions during collective bargaining negotiations, and makes minor grammatical changes replacing "which" with "that".

Modifies Section 89-9(e) to specify that health benefits contributions are not bound by prior agreement amounts, removing the prohibition on arbitration for disputes over contribution amounts.

Removes from Section 89-11(g) the process requiring parties to submit contribution recommendations to the legislature if they cannot reach agreement within ten days after arbitration, effectively allowing arbitration to resolve health benefits contribution disputes.

Clarifies that no bargaining unit member shall be allowed to strike over the amounts of contributions by the State and counties to the Hawaii employer-union health benefits trust fund.

Effective date: January 7, 2059.
