Establishes the Uniform Employee and Student Online Privacy Protection Act, creating new protections for employees and students regarding their personal online accounts.

Prohibits employers from requiring employees to disclose login information or account content for protected personal online accounts, and prohibits taking adverse action against employees who refuse to comply.

Prohibits educational institutions from requiring students to disclose login information or account content for protected personal online accounts, and prohibits taking adverse action against students who refuse to comply.

Allows employers and educational institutions to access account content (but not login information) under specific circumstances including investigating misconduct, ensuring legal compliance, protecting against threats to safety, and protecting proprietary information.

Authorizes civil actions by the Attorney General (seeking injunctive relief and penalties up to $1,000 per violation, capped at $100,000) and by employees or students (seeking injunctive relief, actual damages, and attorney's fees); effective July 1, 2020.
