Designates Aloha Stadium as a priority facility under the state facility renovation partnership program, notwithstanding existing statutory restrictions.

Requires the Department of Accounting and General Services to develop a plan for replacing Aloha Stadium with a state-of-the-art stadium and shopping center complex.

Authorizes the department to negotiate a development agreement that would grant the developer a long-term lease of state and federal lands at the stadium site in exchange for the new construction.

Mandates the department submit a report detailing its plan and any proposed legislation to the legislature no later than twenty days before the 2018 regular session convenes.

Takes effect July 1, 2017.
