Removes legislative officers from Class A membership in the Employees' Retirement System effective July 1, 2017, making them ineligible for the same retirement benefits as judges and elected officials who entered service prior to that date.

Creates separate retirement benefit formulas for members who become employees after June 30, 2017, establishing new subsections (j) through (m) in section 88-74 with adjusted benefit calculation percentages and age requirements.

Modifies average final compensation calculations for elective officers under section 88-81(g) by removing references to legislative officers and adjusting the computation structure for members entering service after June 30, 2012.

Updates section 88-76 to limit the application of enhanced retirement allowances for judges, elective officers, and legislative officers to those in service prior to July 1, 2017.

Effective date is July 1, 2017, with the changes not affecting rights, duties, or proceedings that matured or began before the effective date.
