Adds a new documentation requirement for the Hawaii Public Housing Authority to record smoking violations observed by authority staff, agents, or authorized representatives in residents' records.

Violation records must be retained for up to three years on each resident's file.

Amends Hawaii Revised Statutes Section 356D-6.5, which establishes smoking prohibitions in public housing units, common areas, community facilities, and within 20 feet of buildings and entrances.

Allows the Hawaii Public Housing Authority to continue designating permissible smoking areas at least 20 feet from residential buildings or at greater distances to prevent secondhand smoke infiltration.

Does not affect rights, duties, or proceedings that existed before the Act's effective date.
