Requires the Hawaii Interagency Council on Homelessness to establish a working group, in conjunction with the Department of Human Services and Department of Land and Natural Resources, to examine and develop recommendations for safe zones for persons experiencing homelessness.

Working group must consider target populations, potential state-designated urban sites for safe zones, facility types including modular structures, strategies to transition residents to permanent housing using the housing first approach, planning timelines, estimated costs, and potential liability issues.

Working group must submit findings, recommendations, and any proposed legislation to the legislature no later than twenty days before the 2018 regular session convenes.

Appropriates $25,000 from general revenues for fiscal year 2017-2018 to support the working group's activities, to be expended by the Department of Human Services.

Takes effect July 1, 2017.
