Increases the cost threshold exemption for experimental and demonstration housing from $500,000 to $5,000,000 for wages and hours laws on public works projects.

Exemption applies to housing developed by counties or the Hawaii Housing Finance and Development Corporation when the eligible bidder or developer is a private nonprofit corporation.

Amends Hawaii Revised Statutes Section 104-2(a) to raise the exemption threshold for private nonprofit housing projects.

Does not affect rights, duties, or penalties that existed before the Act's effective date.

Takes effect upon approval.
