Amends Act 172, Session Laws of Hawaii 2016 to establish a two-year pilot program for a water security advisory group enabling public-private partnerships that provide matching state funds for water security projects.

Eligible projects must increase groundwater recharge, reduce potable water use for landscape irrigation, or improve efficiency of potable and agricultural water use.

Water security advisory group consists of county water supply managers, state water resource official, and members with expertise in agriculture, conservation, Hawaiian cultural practices, and private land management selected by legislative leaders.

State funds require one-for-one matching basis from the public or private entity submitting the project proposal, with all contracts to be executed before June 30, 2018.

Appropriates $750,000 from general revenues for fiscal year 2016-2017 and repeals the Act on June 30, 2018, though existing contracts remain in effect and unexpended funds lapse to the general fund.
