Department of Public Safety shall issue civil identification cards to inmates with one year or less remaining on their prison sentence upon request, in collaboration with the Department of Transportation and county examiners of drivers.

Department of Public Safety shall assist eligible inmates in obtaining birth certificates, social security cards, and other identification documents necessary for workforce entry, social services access, and housing, in collaboration with federal, state, and county agencies.

For inmates released to work furlough, extended furlough, or community placement programs, the Department of Public Safety must initiate the identification assistance process at least ninety days prior to release.

Director of Public Safety shall submit annual reports to the legislature beginning in 2019 detailing the number of released inmates with and without identification documents, impediments encountered, and recommendations for improvement.

$25,000 is appropriated from general revenues for fiscal year 2017-2018 to implement the civil identification card issuance and identification document assistance program, effective January 1, 2018.
