Requires the University of Hawaii to develop a microgrid plan for one demonstration project on any property owned, leased, or controlled by the university on Oahu, with the university selecting the specific location.

Mandates the microgrid plan must lower energy costs to the university, be fair and beneficial to other electric customers, maintain safety and reliability of electric service, and demonstrate progress toward the university's net-zero renewable energy goal.

Requires the university, electric utility, and public utilities commission to submit quarterly status reports to the legislature on the microgrid plan's progress.

Requires the university to submit the completed microgrid plan and any proposed legislation to the legislature no later than twenty days before the 2019 regular legislative session convenes.

Defines "microgrid" as a group of interconnected loads and distributed energy resources within clearly defined electrical boundaries that can operate in grid-connected or island-mode configurations.
