Changes notification method from registered mail to in-person service, electronic mail to state addresses, or first-class mail for informing persons of failure to file financial disclosure statements.

Increases late filing penalty fee for candidates for state elective office from $25 to $50, which is collected and deposited into the general fund.

Takes effect upon approval and does not affect rights, duties, penalties, or proceedings that occurred before the effective date.
