Establishes tuition waivers for community college students who meet specified eligibility criteria, including being a U.S. citizen or eligible non-citizen, a state resident for at least 12 months, and under age 26.

Requires waiver recipients to be full-time students enrolled in a University of Hawaii community college, maintain satisfactory academic progress, and remain physically present in the State.

Appropriates $20,000,000 for fiscal year 2017-2018 and $20,000,000 for fiscal year 2018-2019 to fund tuition waivers for qualifying community college students.

Allows unexpended funds to carryover to support tuition waivers for non-community college students in the University of Hawaii system who meet the same eligibility conditions, with any remaining balance lapsing on June 30, 2020.

Takes effect on July 1, 2017.
