Requires mandatory mediation when a defendant requests it in quiet title actions involving kuleana land (land granted to native tenants under an 1850 Hawaiian law).

Allows consolidation of separate quiet title actions when defendants request it, if multiple actions are brought by the same plaintiff or party for kuleana lands in the same circuit court.

Prohibits plaintiffs from extinguishing or limiting defendants' access to kuleana land for native Hawaiian cultural and traditional practices.

Prevents plaintiffs from recovering costs, expenses, or attorney's fees from defendants in quiet title actions involving kuleana land.

Takes effect on July 1, 2050.
