Requires the Department of Land and Natural Resources (DLNR) to adopt administrative rules for community-based subsistence fishing areas within two years of receiving a proposal.

Mandates DLNR to submit annual reports to the legislature beginning in 2018 detailing progress in complying with the two-year rule adoption deadline, including explanations if rules cannot be timely adopted.

Requires proposal submissions to include organization information, location/boundaries, justification for designation, and a management plan with specific activities, monitoring processes, and enforcement methods.

Establishes that community-based subsistence fishing areas are designated to protect and reaffirm customary and traditional native Hawaiian fishing practices for subsistence, culture, and religious purposes.

Takes effect July 1, 2030.
