Requires all state and county department heads to complete a training course on native Hawaiian and Hawaiian traditional and customary rights administered by the Office of Hawaiian Affairs within twelve months of initial appointment.

Expands the scope of Act 169 (Session Laws of Hawaii 2015), which previously allowed but did not require department heads to attend the training; this bill makes attendance mandatory.

Amends Chapter 10, Hawaii Revised Statutes to add state and county department heads to the list of individuals required to take the training, alongside existing board and commission members.

Requires the Governor and each county mayor to provide the Office of Hawaiian Affairs with the names of department heads required to take the training within thirty calendar days of their initial appointment.

Effective upon approval.
