Amends Section 10-12 to subject Office of Hawaiian Affairs (OHA) employees to civil service (Chapter 76) and collective bargaining (Chapter 89) requirements, while allowing officers to be hired without regard to civil service rules.

Modifies Section 89-6 to increase the governor's votes from six to seven in bargaining units (1), (2), (3), (4), (9), (10), (13), and (14), and adds the OHA board of trustees as a voting entity representing OHA interests in collective bargaining.

Grants existing OHA employees permanent civil service status without examination, without pay reduction, and preserving all seniority, service credits, and vacation and sick leave benefits.

Protects current OHA employee rights, benefits, and privileges under chapters 78, 87A, and 88 from being impaired or diminished by the transition to respective bargaining units, with no break in service.

Takes effect July 1, 2030.
